10 + 2: Advance Data Requirements
On January 2, 2008 U.S. Customs & Border Protection issued a Notice of Proposed Rule Making (NPRM) for a Security Filing (SF) known in the trade as “10 + 2”. Scheduled to go into effect nine to twelve months after the date of the NPRM, this Security Filing will require companies that import into the U.S. via ocean freight to electronically provide ten data elements to CBP twenty-four hours prior to the vessel’s lading at origin. The ocean carrier will also be required to provide two data elements.
Simply stated, if your organization doesn’t have a strategy in place to address the requirements of this SF, your supply chain will be dearly compromised. With nineteen years of experience as Customs Brokers in the United States and hundreds of engagements with offshore operations in Asia, Latin America and Europe, Trade Facilitators can work with you to devise the strategic and tactical initiatives that will not only make you compliant with 10 + 2, but help to create competitive advantage in the future.
In a three-hour strategic/tactical workshop TFI will explain the rules behind 10 + 2, as well as expose critical concerns, create “what-if” scenarios and provide advice on matters that include:
- What is 10 + 2?
- Importer responsibilities
- Supplier requirements
- Strategic use of Incoterms
- The role of the freight forwarder
- The role of the customhouse broker
- Carrier responsibilities
- Product classification
- Types of entries
- Process design
- Technological requirements
- Impact on lead times, landed costs & inventory levels
- Penalties for non-compliance
